If you are wondering where the badge vendor is for the controversial Black Temple quality badge of justice rewards let me explain. He won't spawn until the server reaches phase 3 of the new islands quests. Doing dailies and the other quests on the island will push your server closer to releasing him, meaning the higher population servers will have him first. Don't worry though. They announced it will automatically unlock on any server that doesn't accumulate enough dailies after approximately double the time it takes on the fastest server. Blizzards official estimate is that it will take about a month, so keep collecting those badges!
